It also recently legalized ride-sharing services statewide and has no laws restricting self-driving cars. In terms of negatives, the state doesn’t have right-to-work legislation and only has moderately business-friendly tax policies. It may make up for the tax policies with its electronic recycling policies. Many electronics can be recycled through the DE Solid Waste Authority, which provides excellent collection, according to the CTA. While the state only has a paltry $25 per resident in venture capital investment, it has a far healthier $2,572 per resident in R&D investment.
