The Commonwealth of Massachusetts launched a new cloud-based financial management system, replacing legacy infrastructure with a software-as-a-service platform designed to support financial operations across the state government.

The system, called Mosaic, was delivered through the Massachusetts Business Enterprise Systems Transformation (MA BEST) Program and is powered by the CGI Advantage enterprise resource planning platform, according to a July 9 press release from CGI.

Mosaic integrates financial workflows, reporting, and self-service capabilities on a single platform. State officials said the system will reduce manual processes, improve access to consistent financial data, and provide greater visibility across Massachusetts’ financial operations.

“Mosaic’s launch marks an important milestone in the Commonwealth’s ongoing efforts to modernize core government operations and strengthen how we manage public resources,” said Administration and Finance Secretary Matthew Gorzkowicz. “This achievement reflects years of collaboration across agencies and with our partners to deliver a more secure, efficient, and resilient financial management platform.”

The platform supports end-to-end financial processes and statewide reporting while strengthening data accessibility, operational governance, and security, CGI said. The transition also gives Massachusetts a scalable foundation for updating its financial capabilities as agency requirements change.

The Office of the Comptroller of the Commonwealth oversees the state’s financial systems and is responsible for promoting accurate reporting, transparency, and financial integrity.

“The launch of Mosaic represents a step forward in modernizing how the Commonwealth manages its financial operations,” said William McNamara, comptroller of the Commonwealth of Massachusetts. “The initiative reflects the dedication and collaboration of teams across government and our partner CGI, with whom we worked side by side to deliver a solution that will support the Commonwealth for years to come.”

CGI said its work included software, systems integration, and managed cloud services. The company has supported Massachusetts’ financial systems for decades and will continue supporting the new platform.
