Cleveland Mayor Justin Bibb has appointed Froilan Roy C. Fernando as the City of Cleveland’s new Chief Innovation & Technology Officer (CITO).

 

“Roy is a passionate, experienced, and results-driven IT professional who is highly skilled in both the technical and the organizational change aspects required for success,” Mayor Bibb said in a press release last week. “We are looking forward to having him on board as our CITO to innovate and expand the role of technology in delivering City services.”

 

In his new role as CITO, Fernando will manage the development, execution, and coordination of technology to transform the user experience for both municipal functions and in everyday interactions with residents.

 

Fernando brings over three decades of experience in enterprise systems and solution services to the role. Most recently, Fernando held a leadership position on the enterprise architecture team at banking firm PNC. He has also worked with several Fortune 500 companies leading their mid-to-large scale enterprise resource planning programs.

 

Mayor Bibb said Fernando has been recognized as a collaborative, creative, insightful technology and analytics leader by previous team members and colleagues. Fernando’s appointment follows the Bibb administration’s commitment to filling key positions with individuals that will “reimagine how city hall operates, break down silos, better connect departments, and reinforce a commitment to hiring emerging and experienced leaders.”
