The Delaware Department of Technology and Information (DTI) named Tina Donbeck as its new chief technology officer on Aug. 25, putting her in charge of several organizations central to the IT agency.
Donbeck will lead DTI’s application development, data management, enterprise project delivery, and artificial intelligence organizations. She will work with agencies across Delaware to modernize digital services and improve service delivery for residents.
“I’ve spent much of my career focused on using technology to simplify government, modernize how we work, and ultimately improve the experience of the people we serve,” Donbeck said.
According to the announcement, Donbeck brings more than 25 years of executive technology leadership across federal and private-sector organizations to Delaware’s central IT agency. Most recently, Donbeck served as chief information officer at the U.S. International Development Finance Corporation, where she also held roles as chief data officer, chief AI officer, and senior agency official for privacy.
She has also led efforts in enterprise modernization, cloud transformation, cybersecurity, data governance, and AI initiatives throughout her career.
Before joining the International Development Finance Corporation, Donbeck held senior technology leadership positions at the U.S. Patent and Trademark Office and the Department of the Navy. Her work included enterprise transformation, software delivery modernization, strategic planning, and technology workforce initiatives.
The appointment comes after Gov. Matt Meyer nominated DTI Chief Information Officer Bob Osmond in April.
