Julia Gutiérrez

Julia Gutiérrez is the Chief Digital Officer for the City of Boston. She is a technologist with a background in public policy and digital service delivery. Julia is passionate about using technology, data, and design to increase access to services and improve interactions between government and the people it serves. Her goal is to reimagine and deliver exceptional government services that are accessible, inclusive, and equitable.
Previously, Julia was at Massachusetts Digital Service, where she worked with partner organizations across state government on the delivery of their services to constituents, most recently partnering with the new Department of Family and Medical Leave to launch Paid Family and Medical Leave for Massachusetts workers. Prior to her time at Mass Digital, Julia worked at Fundación IDEA, a Mexican public policy think tank on social development and youth development policy projects.
Born and raised on the Mexico-US border in South Texas, Julia holds a Masters in Public Policy from the Harvard Kennedy School of Government and a B.A. in Public and International Affairs from Princeton University.
Julia lives in Jamaica Plain.
